It requires 8 out of 10 yes votes. Boren still is in favor of expansion but the OK Board of Regents (his boss) has been against and recently 'convinced' him to take on the party line.
Also, the OK political structure will likely continue to require the sooners and cowpokes to be in the same conference.

Other conferences play 12 plus a CG. They play 12 and that's it and can schedule weak at the end instead of others playing best against best to get into the playoffs. They shouldn't have the same weight applied for a spot as those with CG's.

They would probably avoid other neutral game sites or any other strong ooc opponents. Still it could work. I believe you when you say the fans want to, but I am not sure the OU athletic department would. Maybe.

Which was probably why the Big XII was snubbed by the CFP committee in '14.
