ACC has the potential to be biggest money conference if the teams in it will just stay put.

If and when the SEC goes to 16 teams, football premium brands should be the key deciding factor (Texas, Oklahoma, Clemson, Florida State). Here is a case for adding Texas and OU.

No, they don't have that potential. Your footprint doesn't matter, as you already sold all of your rights to ESPN. The Big 10 and the SEC kept some of their rights to use in a network, but if there is ever a ACC network ESPN has already paid for almost all the content it needs for a long time. By the time that contract expires footprint and conference networks might not matter anymore.
Back in realignment the ACC basically signed away everything- its Tier 3 content (and therefore future ACC Network money), its conference rules (ND as half member), its academic snobbery (when it picked UL over UCONN)-to survive. There are no major additional potential revenue sources to tap, your conference will fall far behind the SEC and Big 10 with certainty. The consolation is that the ACC will stay close to the PAC or Big 12 in money.

Not exactly sure the details on that...but all the more reason ESPN will make sure the ACC doesn't get poached. So much invested in its survival. They especially won't risk their entire investment failing for the chance at a little more money for another investment.
There are a few teams that the ACC can lose without too much of a fight. (Va Tech, maybe NC State), but outside that, you are all just dreaming.
The future of expansion is West.

I pretty much agree with you, especially now that ESPN (via the ACC) finally has its claws into some Notre Dame games. Basically the last contract ESPN gave the ACC what it took for each team to make $20 million a year because that was perceived nationally (thanks to the PAC) as the point of stability. If the ACC is seen as unstable again in the future I could see them starting a network with the content they already have and paying a token amount more to keep them happy.
Still the point remains the ACC sold its shirt to stay stable last time, and there isn't some huge pool of content left for them to monetize. They will fall behind the SEC.
We could see a defection or two without the ACC crumbling (like when the B1G took Maryland).
