Scenario:
Mizzou wins.
Wisconsin wins.
KSU wins.
Oregon wins.
FSU wins.
TCU wins.
IN: Oregon 12-1, FSU 13-0, TCU 11-1 (all conf champs)
Who's 4th?
Mizzou 11-2 SEC champ
Wisconsin 11-2 B1G champ
Alabama 11-2 SEC runner up
KSU 10-2 B12 runner up
Baylor 10-2 B12 runner up
Miss St 10-2
Michigan St 10-2
Is Mizzou a lock in this case over Alabama, Wisconsin, or Kansas State?
Why?
Mizzou wins.

I'd guess Mizzou in your scenario.
BTW, do I see where Wisconsin is favored over tOSU?

Prob so. frickeyes lost their 2nd string QB on Sat. Starting a 3rd stringer in the B10 cg.

First of all, we're heavy underdogs. My eyes are wide open here.
In your scenario, I think Kansas State would be out because they already would have TCU in. Whatever BS the committee has said about "four best teams," there's very few situations where they'll take more than one from a conference.
The committee would want to take Bama anyway but I don't think they could. The "mulligan" angle might also cause some certain fans to commit suicide.
So it would be between Mizzou and Wisconsin. Wisconsin has a bad in conference loss to NW (I think) and a loss to SEC LSU. Mizzou would have a bad loss to IN which is B1G and a huge loss at home to UGA. Good wins would be Bama for Mizzou and OSU for Wisconsin.
I think it would be tough, all things being equal to not take the SEC champ in this scenario but it wouldn't shock me if they didn't still.
It would be a very Mizzou thing to happen.

I think that Mizzou would leap frog the others by virtue of having beaten Bama in that situation. That would carry more swag than beating tOSU with a 3rd string QB, a KSU that didn't even play in a conference championship game.

Mizzou would have the better win but also, by far, the worse losses. The SEC is by far the superior conference but that my not work in Mizzou's favor since they missed most of the high quality teams.
It hurts to say it as a Mizzou fan but I think Wisky would get the nod here.
There is a very real chance if Mizzou pulls off the upset that the best conference in the nation gets shut out of the first playoff. I think that could be a good thing because it would hasten the transition to an eight team playoff, which IMO makes much more sense.
