Just start the "Sex, Drugs, and Urination for Education Program" and raise enough money between New Years and Mardi Gras for the whole year.
Simple concept:
1. Legal/taxed prostitution
2. Legal/taxed drugs
3. Affordable Public Urination Permits with proceeds going to the fund
It's happening either way. Might as well make some profit off of it and keep the school doors open.
