From a media footprint standpoint I would suggest UCF or USF . They had been in talks with Louisville for a while, and obviously dropped the ball on that one. I personally would go back after Nebraska, and then add Memphis. These moves would Increase the conferences reach and footprint without further overloading the conference with Texas schools. IMO, the expansion effort launched recently by the Big 12 was a joke and embarrassing. Someone needs to get Texas in check ASAP

I thought Louisville basically said "yes" and then backed out when the ACC came calling. This could be completely made up in my head but I thought that was the narrative.

Assuming they can't take back any former members or current P5 Conference members, here's some of the candidates they could add:
Notre Dame
BYU
Boise State
Colorado State
Houston
Memphis
Cincinatti
Temple
UConn
Tulane
La Tech
Tulsa
Navy
Air Force
Army
SMU
New Mexico
New Mexico State
Wyoming
Rice
UTEP
UMass
Fresno State
Nevada
UNLV

Obviously, Notre Dame and BYU are the two best teams they could add, but Notre Dame would be highly unlikely due to their deal with the ACC.

Boise State would be competitive athletically in football, but brings little to the table in fan base or tv viewers.

Houston is competitive, but the Big 12 is already in that area.

Cincinnati is an odd fit, but would provide a rival for West Virginia.

Tulane gets them into recruiting grounds in New Orleans and has great academics and new facilities.

I would add Cincinnati, Memphis, Tulane, and BYU.

My ideal "Big 12"
South
Texas
Texas A&M
Texas Tech
Arkansas
TCU
Ok St
Baylor

North
Kansas

SEC adds Tulane to the West and Memphis to the East to get back to 12 teams (South Carolina goes to ACC).

West
Tulane
LSU
Miss State
Ole Miss
Alabama
Auburn

East
Memphis
Kentucky
Tennessee
Vanderbilt
Georgia
Florida

Big 10 replaces Nebraska with Notre Dame and Iowa State to get to 12 teams. Penn State and Rutgers go to the new Big East. Maryland returns to the ACC

East
Iowa
Iowa St
Minnesota
Wisconsin
Illinois
Northwestern

West
Ohio State
Michigan
Michigan State
Notre Dame
Indiana
Purdue

Pac 12 replaces Colorado with BYU.
North
Oregon
Oregon State
Washington
Wazzou
Cal
Stanford

South
USC
UCLA
Zona
Ariz St
Utah
BYU

Conference Title Game in Las Vegas

Big East with 12 teams:

North
Boston College
Syracuse
UConn
Rutgers
Army
Penn State

South
West Virginia
Louisville
Pitt
Navy
Cincinatti
Temple

Conference Title Game at the new Giants/Jets stadium.

ACC ends up with 12 teams with:
North
Virginia
V-Tech
Maryland
UNC
NC St
Duke

South
Wake Forest
Clemson
Florida State
Miami

South Carolina

Conference Title Game in Charlotte

6 conference champs make the playoff. Top 2 get a first round bye. First 2 rounds are home games for the higher seeded team. 2 semi final games and championship game rotate between Sugar, Orange, and Rose Bowls.

The Big 12 was considering Louisville and West Virginia from the Big East. They chose West Virginia because they didn't think Louisville would have as much success as the Mountaineers.
