It isn't though. It is dictated almost entirely by how often your team is in close runs on third down. The closer you are, the higher percentage. Plus 9 runs is not a very big sample size to produce a relevant stat.
Team 3rd down percentage conversion is extremely relevant, but not RB percentage on 3rd downs, unless prefaced by how often or how close your team gets to the 1st down on 3rd down.
Or that's my opinion at least.
