Oh it is aggy alright. First of all the comparison between the two is ridicules. It was a tongue in cheek statement made in the early hours after the OU OSU game. Made more as of how electrifying Baker played then a skills comparison. It then took off and was regurgitated by others believing it was made in seriousness.
JFF was a once in a lifetime player for aggy, and yet he still was unable to win anything of significance. His best year featured what would become an NFL capable receiver to bail him out on 50% of the broken plays that were ad-libbed. Along with some really good O-Line men that Sherman had recruited and they too would make it to the NFL. And yet he still couldn't beat LSU or Florida when it counted. And failed to win even a share of the West side of the SEC. Their signature win was a week after Bama played LSU, and one could argue was in fact a trap game for Bama. Once there was enough film on JFF it became much easier to defend him. Just stay in your lanes, don't chase him around. And force him to actually play football.
Ironically, Had aggy stayed in the Big 12 they would almost have assuredly won the conference and faced Alabama in the BCS championship. Both Texas and OU were not good, though OU did manage to parlay a bad year into a tie with TCU for a share of the Big 12. And a match up with TCU and aggy that year would have been interesting. Yet in typical aggy fashion they pulled out too early.

Mayfield every time. He is a better passer, bigger. He is the most competitive dude on the field at all times, and he's not an idiotic spoiled child.

Mayfield has benefited greatly from having better defenses and coaching in two seasons at OU, not to mention he didn't have to be the man in Norman until his third season. I know Mayfield had to sit a year, but Manziel accomplished everything within 3 years of graduating high school including the redshirt season. A&M was a top 5 team in '12 and top 20 in '13, and OU was top 5 in '15 and '16, but A&M had zero defense Manziel's second season. Had Manziel played 4 seasons like Mayfield will, it would be difficult for anyone to ignore the stats despite OU having better teams and overall talent along with an easier path. Mayfield may win the Heisman this year, but they aren't going to win the natty. Manziel would have taken them to the next step.
Both are undeniably great QBs and leaders in somewhat of an apples/orange argument, but take everything else away but the player, and I would pick Manziel. And finally, if we're being really honest, Manziel would kick Mayfield's arse in a real fight.
