Are recruits allowed to do interviews talking about their recruitment on TV?

I know that recruits are always interviewed by local media and sites like 247, Rivals, and Scout, but is it within NCAA rules to publicly speak about their recruitment on national TV?
Here's where the thought behind my question is:
The situation at Texas A&M is one of the biggest stories in the SEC right now. Is someone like Paul Finebaum, who appears on national TV daily, allowed to do an interview on his show with a recruit about what happened? And would a recruit be able to speak on his recruitment and talk about specific coaches and how they're recruiting him, etc? I'm not speaking only on what happened at Texas A&M, I think it'd be a pretty cool insight into what sort of things coaches do to recruit players. Would it be allowed by NCAA rules?

Why wouldn't they be? They're not under the NCAA's auspices when they're in high school. You might as well ask if they're allowed to break Uzbekistan laws. And before you offer up the obvious counterpoint, the stuff about eligibility and transcripts are strictly about whether a university can play them. The recruits are free to flunk out and take oodles of money as they see fit; universities just can't give them athletic scholarships to play sports under the NCAA umbrella.

Not really looking for an argument or debate, I was just genuinely curious.
It seems like they would do these interviews more often. I'd be interested if it was a player committed to Florida or considering Florida.

Most higher level recruits do talk, or at least release a list of, their favorites, and you can find all sorts of interviews on recruiting sites and sports magazines where recruits discuss their plans and preferences. But, with the possible exception of the most coveted recruits (especially local), there's only such much interest from TV stations as far as giving them the sort of interview time they would give to, say, a popular celebrity or a prominent politician. As much as people on message boards love to follow recruiting, your average sports fan isn't going to want to sit through 15 minute interviews with some kid who has accomplished jack so far.
As far as the possibility of recruits blowing the lid off things, there are occasional big stories and I've no doubt there will continue to be disaffected recruits talking trash. But it's going to be rarer than you think for the same reason job hunters don't usually spend a lot of time trashing their previous employers -- few recruits want to get a reputation for being difficult or dangerous investments because other programs will certainly take that into account when deciding how hard to pursue a given recruit. You think Saban would be eager to put a full-court press on a recruit known to trash-talk programs recruiting him?
