Yep that part makes no sense. Either they had probable cause for the arrest or not.

Who cares if she recanted her story? Women who are victims of domestic violence often change their stories and refuse to press charges all the time. They are often afraid of something worse happening to them in the future, or they are dumb enough to believe it will never happen again
