Probably for hemp rope making purposes.

Hemp for Victory?
Hemp isn't marijuana. Same family of plants, but not intoxicating.
Smoking a joint of hemp would be like drinking O'Douls.

hemp is marijuana... cannabis is cannabis is cannabis. thc % is not what qualifies it. it is pretty much known that low thc and high cbd strains such as charlotte's web have hemp strains in their breeding background. while thc has an important role medically, it is far from the only cannabinoid of value.

For a long time one of the top crops for the state of Kentucky was marijuana. It's incredibly frustrating knowing the state is sitting on a gold mine for it while it struggled financially with things like state worker's/teacher's retirement that they've raided for other "projects".
They've finally received an allowance to grow hemp again but as said, it's not the same.

They are the same species.
The type grown for hemp material has much lower thc content than recreational grades of marijuana, but it could still be manufactured into hash with a decent thc content.

I don't smoke Kentucky weed anymore. I just can't handle it.
