Yes he is.
Two 5-stars
It's because the other sites have not ranked 2017 yet. 247 always has 32 5*, so they are probably considering him a 5-star in the team rakings due to the fact that they have him ranked at 29 and that he probably will be a composite 5-star in the long run.

Why is that different from this 
He is listed as the #29 player and a 94 on the overall player rankings.

I explained it in my prior post. I also see where other top 32 recruits for 2017 are listed as 4* on the 247 rankings but are listed as 5* composite on the team rankings. Check out half of OSU's 2017 class.

So he's in the middle of the four star range at a 94, but a 5 star on the composite even though the other sites aren't contributing yet? Interesting formula, 247.
