Robocop's humanity is the ultimate weakness that keeps him from beating Terminator. Alex Murphy is still in there deep down. Terminator doesn't feel pain, or pity, or remorse, or fear.

Terminator. Robocop still had some organic tissue that was necessary to function. The Terminator could fight in conditions with a lack of oxygen, extreme temperatures that Robocop couldn't survive in.
Teminator would win 8 out of 10 battles.
