"The NCAA modified the financial aid agreement (FAA) in April. It continued to allowed schools “relaxed recruiting rules” for prospects who signed an financial aid agreement, but it also warned schools that they could be penalized for recruiting violations if that prospect did not eventually enroll in that school.
David Womack, Matt Womack’s father, told The Clarion-Ledger in the fall that LSU coaches were not planning to contact his son on an unlimited basis because Matt wasn’t completely firm on enrolling early or on his commitment to LSU.
“LSU is not using (the FAA) because if Matt was to change his mind they would have to report it,” David Womack told The Clarion-Ledger."
So Womack signs FAA papers and then says LSU decides not to contact him.

This seems like LSU did everything they were supposed to and even were cautious months in advance to follow the rule put in place. If there is nothing else that happened that won't go public, this is laugh out loud bullshite(laughing at the NCAA, not LSU)

I didn't say they were the same exact scenario. I really don't know the full story regarding the Baylor situation anyway other than some brief reading yesterday. The bottom line is that the NCAA continues to be a joke when it comes to discipline. Every situation is treated differently and some situations that arise aren't even addressed by them. They just go away. They pick and choose. It's a broken system. Period.

Because basically the FAA became null once the kid didn't enroll and signed somewhere else. That means the regular contact rules applied during that period from August to February. LSU obviously didn't follow the regular contact rules because they though the kid was going to enroll.
Just follow the regular contact rules no matter what and this doesn't ever come up. You say ringers could be setup to screw schools, but it works both ways. If there were no penalty schools could just have 25 kids sign FAA's in August, contact them all they want hoping they get a few.

What is the point in allowing a kid to sign the FAA prior to signing his NLI? Shouldn't they just sign them at the same time to avoid this? Ignore my ignorance of recruiting rules.

And also be on the hook for their full ride should something happen to the kid(s). The risk is all on the school with these FAAs. It was a dumb thing to propose.

The FAA is a commitment from the University. Once the FAA has been signed, the prospect has secured a scholarship. That is my understanding of why it is offered.
