I assume this is Saudi Arabia or Kuwait. Which would make the video pretty typical. Anyone with connections to the royals there pretty much does what they want.
My wife went to the American school in Kuwait while she was living there, and she said her Kuwaiti friends were very cavalier about wrecking their ferraris, mercedes, etc and that it was common place.
