the average low temp in Kansas City in January is 18 degrees

the average low temp in Columbia in January is 18 degrees.

Yes, Cape is part of the south. the rest isn't.

I presume that they had to balance having equal numbers of good players and it had nothing to do with the fact that most of Missouri is "north".
