Lets look at the facts:
SEC East ranked teams per year:
1992: 8,10,12
1993: 5,12
1994: 7,22
1995: 2,3
1996: 1,9
1997: 4,10,7
1998: 1,5,14
1999: 12,9,16
2000: 10,19,20
2001: 4,3,13,22
2002: 3
2003: 7,15,24
2004: 13,7
2005: 10,12
2006: 1,25,23
2007: 2,12,13
2008: 1,13
2009: 3
2010: 22
2011: 9,19
2012: 5,9,8,23
2013: 5,4,24
2014: 14,9

This is usually said in context of a comparison to the SEC West.

2012: 1, 5, 14 (East: 5, 9, 8, 23)
2011: 1, 2, 5 (East: 9, 19)
2010: 1, 8, 10, 12, 15 (East: 22)
2009: 1, 17, 20 (East: 3)
So, since at leat the East's last NC in 2008, the West has been better in the rankings (and head-to-head) (usually significantly better). "The East is Down" relative to the West has been accurate.

Its fairly clear you are not a fan of facts yourself.
Decline and historically down are two different tings. Unless things are constantly in a state of perpetual equality there are always ups and downs.
You knock yourself out ignoring the fact that the SEC east in 2013, was one of the top 1/4 seasons the East has ever had and that 2014 wasnt even close to the "worst" the East has been.
I get that having the East not be "down" while Mizzou wins the division hurts some of your feelings and perceptions but thats just tough.

And the East champ got fricking ROLLED in Atlanta.

And the defending East champ lost to Indiana at home

I would hate to root for a team that got beat by lolricht last time we played them
