ISIS has about a brigade of men who literally fight to survive every day.
Cartels rarely actually ever engage in firefights or prolonged battle, and when they do they lose significantly.
They can't even take care of the idiots in Michoacan, let alone a group of highly dedicated, highly motivated and highly sophisticated band of terrorists that regularly overrun areas that possess more elements than the do.
