From what I've read, I think it has more to do with the administration. They won't relax their admission requirements and makes it harder to recruit. And they have the reputation for not paying their assistant coaches a competitive wage (compared to many other schools), which is a big reason Bert left, I think, if I recall correctly...

How low has the Big10 sunk when a coach leaves a upper tier Big10 team for a bottom tier Pac12 team???

That apparently has a lot to do with it. I also saw something about the amount that Wisky spends on recruiting is sub-par. The problem seems to be......they poor.
