Gonna have to watch the episode later. Switching to these 10 episode seasons has been good for the consistency of the show.

I've never felt South Park has gone downhill. I think it's been great for about a decade. This season has been really good. That being said, Suddenlink and Viacom have taken Comedy Central from me, forcing me to wait for shite to come out.
