I know this has already been discussed, but this is the first actual info I have seen.

According to Mike Irwin (who is a pretty good source), this suspension is unrelated to his previous suspensions (his prior ones were most likely for failing drug tests). This one is supposedly related to a matter involving an ongoing investigation and is "complicated." The reason he hasn't been kicked off outright is that the investigation hasn't been concluded yet.

That makes it sound as if it's a crime that he's allegedly involved in and they're allowing the legal process to play out.
Regardless, you've got to think he's done at the very least for this year.
