I think Buchanan is the better true QB prospect but I see a role for both in this offense sort of like you saw last year with Bo and Barry. Both would have to buy into a shared role though.
Now that that's out of the way, why does Mullen seem to have an issue with white QBs?

Mullen has used mostly mocha QB's. They are the future race.

Buchanan right now. Knows the system better and is better at reading the defense. Probably has a better release and accuracy as well. Devante has better speed and a stronger arm. Not saying he's not as smart as Ryan but The Great White Hope seems to have a better grasp on the playbook and knows what Freeze wants.
The few times Buchanan has passed the ball this season, he looks like Dan Marino with his release compared to Bo and Dak
