Should UGA be prevented from ruining good running backs' lives?

I'm dead serious.
UGA continues to churn out amazing talent at RB that suffers shame, humiliation, sometimes injury, and a lack of coaching. Should the SEC/NCAA step in and prevent them from developing/recruiting the nation's best, since they won't win a Heisman or play for a NC at Georgia?
Should Chubb be allowed/forced to transfer?

Well every other team takes all they want out of the state of Georgis. RBs are a dime a dozen so I guess that all Georgia can pick up after everybody else takes what they want.
