How do is a trade vetoed, how do you monitor the waiver wire?

Once a trade is agreed upon everyone in the league can vote against if they choose.
Waiver order changes weekly. Waiver 1 gets any player he wants. So if you're trying yo get a player but another tram with a better waiver position wants that same guy, you lose out.
