It's probably not helping volunteers are being attacked and killed. Could also be that they're looking to get more than the $750 million they want to combat it and are throwing this out as a shock factor.

In the past it was seen as justification for Colonialism and the New Imperialism...Europeans and Americans had to show the third world how to run their countries, establish governments and civil services, foster education and public health, build infrastructure and so on...
Now the White Man's burden is seen differently. We owe all these other people because our Fathers worked harder than theirs. They have a right to come to our country and collect welfare, a right to free healthcare for their ebolas, a right to our hard earned money.

On the contrary, ebola is proving to be a virus that the entire world should be watching intensely right now. It will take a vastly greater effort than 3,000 American troops to stop this outbreak.
It's a new strain in a concentrated population of humans, which is not its natural reservoir. Anything can happen.
