Pretty bad but the rule is just as dumb. Either you receive first half or second, both teams get the ball to start one half. Change that rule.

that rule is in place to give one team the ball advantage while the other can be in control of the elements (i.e. with a strong wind behind in the 4th Q).

When I was in High School, we had different team captains for each game. One game, we sent out our talented (but stupid) WR as a captain. We won the toss and he said, "we don't want the ball" (when the coach had told him to defer).
We had to kick off each half. The other team subsequently fumbled each of the kicks and we scored on a short field with each first possession of the half. The kid came out smelling like a rose.
