Question about OT rules and penalties

Was watching the 4OT UK/UT game from 2007 (well I was more glancing than watching, so I might have the details mixed-up).

At the end of the 2nd or 3rd OT, UK kicks a fg for the win, Tenn blocks it, starts to run it back, then UK player rips him down by the facemask to send the game into the next OT period.

UK gets the ball to start the next OT period, but the penalty does not apply (UK is not backed-up 15 yards). Why is that?

UK scores a TD, but misses the 2pt conversion, UT scores and fails to convert as well. When Arian Foster gets tackled on the 2pt attempt, he flings the ball in the air out of frustration and the refs push Tenn back 15 yards at the start of the 4th OT period.

Only dead-ball penalties can get enforced in the next OT?

Yea pretty sure.

Because the OT period was over.

You don't carry over on the field penalties after halftime.

So anytime something happens (similar to what took place in the UT/UK game), there is no penalty for ripping someone's helmet off? I don't see a reason why you can't back the team up 15 yards on their next possession.
