This is going to be a nightmare.
We already saw last year with the "targeting" calls on Ray Drew and Ramik that referees are incompetent dumbasses that don't know how to use common sense.
I can't wait til the first time a defender is in pursuit of a QB from behind and tackles him by grabbing below the knees and is flagged for "tackling outside the strike zone" or whatever bullshite language they put to it.

I wonder where below the head is defined. and is any contact a penalty in those areas

So no ankle tackles to trip up a QB? How about when a QB lowers his head as well?
I understand why they have to have these rules due to liability but damn it is going to be impossible to enforce correctly.

This rule is only for a player "rushing unabated" at a quarterback "in the act of throwing."
If the QB is running/moving either inside or outside of the pocket, he's free game. If the player is blocked up until the contact, no penalty. If the defender is wrapping up at the ankles in an attempt to make a tackle, no penalty.
I know the cool thing to do is to hyperventilate without bothering to read the rule but come on guys.
This rule is only for a free rusher hitting a QB who is currently in the act of throwing the football below the knee or above the shoulders.

Let's use the play where Marshall threw the td pass at the end of the iron bowl. If an Alabama defender were to ankle tackle him, would that be a penalty?
