How do you deal with neighbors that won't cut their grass?

90% of the neighborhood is of one racial background. There is 9% of another background, and the rest make up 1%. I have neighbors in the 9% on both sides of my house. These two neighbors have the WORST yards in the neighborhood. It's a new garden home neighborhood with small yards. It doesn't take more than 1 hour to cut the front and back and weed-eat.

One of the neighbors is renting the home. Why do these people want a house when they never come outside, and never cut their grass? It seems like an apartment would be the better option for them.

Both neighbors rarely come outside. I do see one of the neighbors cut their grass once a month in the summer, but it's still not enough, and they don't weed-eat. They also wear long sleeved clothes in the middle of the summer day too.

There are some neighbors in the 90% that cut my other neighbor's yard on occasion when it gets too high.
