Yes.

See here in Texas we assume that they at least have enough money to buy a shirt. I know that doesn't apply in places like Miss and Bama.

let's clear this up

A t-shirt fan is someone like my aunt, she's from LA, and doesn't follow it much, but she has all the gear and roots for her teams when the time is right. Such as the playoffs, or against Bama, etc..

a sidewalk fan just means you didn't go to school there

Vince Vaughn is very much a Notre Dame fan. Mitt Romney doesn't follow sports that much, but you'd have to think he'd be a BYU fan. Simply wearing the t-shirt once does not make them a fan or even a t-shirt fan
