It's an aggregate number. If he checked the actual APR for Louisville Football, he would find

don't blame BK at all. The 4-year number is waaaay below the NCAA penalty point but we don't have any because the 2-year number is 980.
ETA: The 4-year minimun is 930
I believe the 2-year in 950
If we can get another 980ish number our 4-year should move back up above the floor next year and the next coach won't have to worry about dealing with potential penalties

A&M Men's Basketball APR of 980 will clear them of penalties under the "last two years" average. 4-year score is still below requirement.

Basically there are two ways to be clear by the APR, two year average and four year average, A&M is okay because of the 2-year.

I don't blame Kennedy at all. I highlighted our 4 top revenue programs. I fully realize that our APR numbers in basketball are still low as a result of the Turgeon years. When the 2014-2015 numbers are released in 2016, it will reflect Kennedy.
