In 2004, voters in the city of Columbia passed Proposition 2 by 61-39 percent. Proposition 2 made cannabis the "lowest priority" for law enforcement, and for possession of cannabis under 35 grams (1.25 ounces) the offense was reduced municipally to a civil fine of a maximum of $250, with no possibility of criminal retribution, arrest, or incarceration. That law has since been revised, allowing only first time offenders to escape prosecution and instead pay the fine.

Wikipedia

Btw, as I noted on the Mizzou page, smokin while driving with expired plates is the height of stupidity.

Pretty sure if it was under an ounce the cops handed the person in possession a ticket and walked away. They must have had some decent weight.

FWIW.. I read somewhere that if it was on Campus, Missouri State laws superseded Columbia city codes...dunno..

ETA:...Missouri State property is subject to state laws...

There was always legal issue, but Columbia PD was directed by city law to not enforce it. I could see if it was University Police enforcing the laws on state property, but I didn't think CoMo police would take action. Just like Colorado police officers don't enforce federal drug laws concerning marijuana.

I could be way off base, though.
