Teacher finds naked students having "sex" in bathroom - She gets suspended

Kindergarten teacher finds students (5 yr olds) having "sex" in the bathroom. The school suspended her with pay and the school board is now moving through the process of firing her.
No details on why they are attempting to terminate her but this sounds fricked up. Especially since the community seems to back her. To me it seems there is some piece of information missing. What kind of messed up home life do these kids have to be doing this SO early?
Particularly curious for BluegrassBelle's thoughts on this as a councilor.

That certainly seems to be the "charge." The number of supporters for the very experienced and capable teacher, however, indicates the board is conducting an inappropriate CYA strategy. The teacher was obviously overwhelmed by the timing of the required state testing. She followed protocol for reporting the incident but the board didn't follow standards for investigating it.
Too many teachers are paying the price for parents' failures to raise their kids responsibly.

Wow. 
Sex was the FARTHEST thing from my mind at age 5. In fact I use to think everyone had the same piece, and that girls use to pee standing up too.
