Similarities
1. Both program have major defensive woes.
2. Not too long ago, both had pretty good offenses.
3. Neither currently compete for SEC titles.
4. Neither can survive on in-state recruiting alone.
5. Neither have recently had an SECCG appearance.
6. Both are are 0-7 versus Saban's Crimson Tide.
7. Both programs are experiencing tough times.
8. Few expect considerable progress from either until 2015.
9. Both hired coaches that have little recent experience with rebuilding programs.
10. Their previous two coaches left the program in bad shape.
11. Historically mid and bottom tier programs have temporarily surpassed them.
Differences
I'll preface this by stating that history, at this point, is irrelevant. What are the differences between these programs now? Who do you expect to complete a turnaround sooner? Why? Will either return to being a perennial power?

Not that different at the moment honestly. Both also have nowhere to go but up, so up they will go.

The difference is that Arkansas has been where Tennessee is for 20 years

Tennessee will find their way. They can't stay down like this... it's in their blood.

The difference is name brand. UT is just a bigger name, which helps in recruiting. Sadly, they will be back soon.

I stated that "historically mid and bottom tier programs have temporarily surpassed them", i.e. Ole Miss, Mississippi State, South Carolina, and Vanderbilt.
