One benefit of the Selection Committee system

This means there should be 7 upper tier matchups (NCG, 2 semi's, 4 bowl games). Hopefully all the 12 selected teams will be top 15.

If New Orleans hosts a semi final, will that be the "Sugar Bowl" or will the SEC-Big12 matchup still take place also?

I doubt it will. The highest ranked member of the little five champs gets an auto-bid, then there are lots of contractual bids, after that for the Sugar, Orange, and Rose. You'll see the same politics there are now, simply fan bases that travel well.

Since, apparently, the various local Bowl Committee's are out of the loop for selection, I'm not really sure how that will work. I would assume the CFP will take into account geography, region and tradition but ultimately, according to the article, they make the picks, not the Bowl Committee's.

I don't know why they didn't just keep the BCS as it is and just take the top 4 from there.

With 12 teams receiving bids (4 playoff, 8 others) there will be a lot more BCS games to play between interesting opponents if the committee has the wherewithal to make that happen.
They may have to up the number of teams from a single conference to 3 and lay out some other rules. I assume there will still be prioritization given to the winners of the major (and perhaps midmajor if they are ranked high enough) conferences to get buy in from all the necessary power players.
All the same, there should be more interesting games between say the SEC and PAC than we are used to seeing with the present setup.

One huge thing is that there is no artificial limit on the number of teams that can go to major bowls from one conference anymore. Capping the SEC's BCS Bowl teams at 2 has been straight bullshite.

It'll only take one team getting the shaft for it to blow up. The number of bowls need to be contracted ASAP

That was my first thought Drac. If 4 SEC teams have 11 wins...they should all go.
