Dumb hillbilly Arkansas rednecks confer with Missouri experts, gain knowledge

Those dumb hillbillies are at it again! After Arkansas and Missouri got hit with the same winter storm, some said that Arkansas did not have an adequate response to the storm in the subsequent days.
So some thought that meeting with the MoDOT "completed as promised" folks would help out those dumb rednecks.
The fact is, the average high in Fayetteville, Arkansas is 50 degrees in December, which clearly supports AHTD's decision to buy few snow plows. Meanwhile, cities such as Springfield, MO, a mere 45 minutes from the Arkansas border, recieves an average of 4x as much snow as the flagship city of Arkansas. Arkansas is doing well by trying to learn from the experts on snow removal, but the best management practices that MoDOT offers to the kind Southern folks of AHTD will likely not need to be implemented for quite a while
In the spirit of sharing what we know (ala the Southeastern Conference Academic Consortium [SECAC]), I would like to ask our resident Missouri fans to sound off on the issue. A "Winter Meetings edition of SECAC" if you will. Feel free to include tips and tricks for those less familiar with the winter white stuff
