Yes, but the picture does not tell the whole story. Jackson should have never hit that guy. The ball sailed out of bounds and is nowhere in the picture. He had at least 5 yds to pull up. IMHO - By the rule he should have been ejected.
In his defense the receiver dropped his head down to the level of impact because he was falling down anyway.
He was lucky to get the ejection overturned, again, IMHO... where was that game played again?
