Was the 2011 BCS Sugar Bowl

the peak for Arkansas and its program?

after decades of not being able to close the Championship games then getting there with Petrino. Was it the peak of what can be done and can the new regime do better?

Of course it was. They beat one of the premier programs in the country in a BCS Bowl

Didn't they win a National Championship in the '60s? Some may think this is a troll but I'm being serious when I say I think they would be doing better if they were in the Big 12 perhaps. They had a great team that year but unfortunately play in a division with Alabama, LSU, and Auburn. It seems like they would have to catch lighting in a bottle to come out on top of that division.
Everything is cyclical though and Bama will come back down to earth eventually and the west will weaken opening up some opportunities for them.

Arkansas was awarded NCs for the '64, '65, and '77 seasons.

They only claim '64.

The real question is: will Brett Bielema be able to continue his 3 game Rose Bowl losing streak at Arkansas, or will he even be capable of getting back there?

Considering the Rose Bowl only takes Pac-12 and Big10 teams when available, I'd say chances are slim.
