Relative to recruiting and overall potential. My vote goes to UGA.

Gotta be UGA. They've had some very talented teams. Their records do not show how good they were some years.

What years are we talking here? All time? BCS era? Since forward pass?

Tennessee clearly wins this hands down

UGA wins 10 games/yr. So they haven't won a MNC, big deal. Doesn't mean they aren't a powerhouse.
UTk has to be the answer - their implosion should have never happened to the degree it did.

UT has to work to be good, getting kids from out of state to come there.
Georgia is just chillin' in one of the 3-4 best states in America for talent. Though to be fair to them, a whole lot of it is transplant talent that doesn't really have an allegiance to UGA (unlike kids in LA to LSU, or Alabama to UA or AU, etc).

Georgia's "problem" hasn't really been their talent - their talent is good across the board.
They've just been on the wrong end of the Urban and Sabear pain train. They haven't come thru in the clutch to win a NC. They were 3 yards away from getting the chance to rape Notre Dame last year.
IMO, there's nothing systemically wrong with UGA - all they can do is keep putting themselves in position to have a shot to win the SEC (which they do). Odds are it'll come together for them and they'll get over the hump.

They hit a run of 3-4 years where Richt really did "lose control", but they seem to have righted the ship.

Easily UG. Loaded with in-state talent and no legitimate in-state competition (GT is a glorified mid-major at this point).
