They're doing a satire of Hooters (and Goth conformism) in this episode. This episode just strikes me as unspeakably sad--the part where the girl pretends to like Butters, making him look like a chump.
The funniest episode of all time is when Cartman pretends to have Tourrette's syndrome so he can cuss everybody out all the time.
I also like the one where Cartman tries to emulate Hitler, while Kyle and the gang try to get their money back from Mel Gibson because his Chainsaw Jesus movie was so bad.

My roommate called his lady friend at the time his bottom bitch... She got pissed so he showed her that episode to help her understand
