Supposedly, it's to generate more noise. You're not supposed to bend completely over...more like a 30-45 degree angle.

Supposed to help you project your voice more loudly, according to legend. It's also a signal to the rest of the students behind you that a yell is beginning.

Vepp had the correct answer, but I acknowledge it's another weird thing that sets Aggies apart that can never be fully explained.
