I believe so, yes. Each team uses some of the money to cover expenses and other costs, but then the money is pooled together and split among the 12 members of the SEC.
For a program like Notre Dame, if they were to qualify for the BCS, they pocket the 17 million.

yes, kinda. there is a formula that allows the paritcipating team to cover expenses, then there is a split with all of the sec teams and the sec office gets a share. i think the participating team gets an extra share also. so, friggin' vandy sits back and collects every damn year. they are on sec welfare.

If a conference has 2 teams in the BCS, they can't get 17M for both of them. I'm pretty sure that's a rule and the SEC will only be getting ~4M for the Sugar.

Per Carolina's AD, the Papa Johns upped the payout once the SEC came on board...its now 900K

after covering costs each team gets 2/13 of the remaining payout from their bowl game and 1/13 of everyone else's.
ETA: i'm sure the SEC offices take a cut at some point as well.
