Football rules question (onsides kick)

This is not sour grapes. I really want to know the answer.
From NCAA Rulebook for Football, Rule 6-1, Article 2, point G:
“No Team A player may block an opponent until Team A is eligible to touch a free-kicked ball”
Article 3, point A
“No Team A player is eligible to touch a free-kicked ball until:
1. It touches a Team B player
2. It breaks the plane of and remains beyond Team B’s restraining line
3. It touches any player, the ground, an official or anything beyond Team B’s
restraining line. “
On the onsides kick there is debate as to whether the hit on Julio was legal. Discuss. I have always thought blocking was legal from the point of contact on a kick off, but apparently not. Like I said I just want opinions on the rule.
(But as I said what brought it up was that it appears Julio was blocked before he was eligible to be blocked)

Where was the ball when Julio was hit?
I think you can't block until the ball passes 10 yards. Isn't 10 yards the restraining line?

I thought it was game on when ever the ball hits the ground? Which it does as soon as it's kicked on an onside kick to get that high bounce.

Well, the ball bounced at the 39 after the block, so it could not have broken "the plane of and stayed beyond Team B's restaining line."

I really do not care as the game is over. I am just interested does the ball have to go 10 yards before the kicking team can block.

According to the rulebook, yes.
I didn't know that before Saturday, and the rulebook is almonst 300 pages long. How often does this come up? I can't believe I'm saying this, but I'll forgive the refs for not knowing this rule.

This. The ball hits the ground right after the kicker kicks it on an onside kick. Everyone on the opposing team is fair game even if they are trying to catch the ball. Refs got this right.

The restraining line terminology may be messing me up but I could have sworn that you could not make contact with the ball or an opposing player prior to the ball traveling 10 yards either in the air or on the ground (bouncing).
I would need to see it again to see where the ball was when the TN player hit the first UA player and where the ball was first touched. Bama never touched it, right?
If the UT player hit a UA player prior to the ball traveling 10 yards then I think it is a penalty.
It is a bit confusing the way it is worded though.

The kicking team's, or Team A's, restraining line is the 30 on a normal kick, or the 20 after a safety.
Team B's restraining line is the 40, or the 30 after a safety.

It's not a matter of knowing or not knowing the rule - it's a matter of having to make a choice sometimes between being certain where blocks are taking place vs. where the ball is intially touched by A.

I dunno, maybe the angle on tv made it easier to see than the angles the refs have. It was pretty obvious that Rogan hit Jones, then the ball bounced at the 39, then Tennesse recovered at the 42.
Unless it was really hard to see that on the field, I'm guessing the refs might not have had it top-of-mind that there should have been a penalty.

Your primary focus MUST be the ball in taht situation - and yeah it can be a little tougher than the TV with the bodies flying around.
I absolutely hate onside kicks.
