I agree. In addition to not referring to themselves as "blacks", I've never heard a black person use the word "rule" in everyday conversation.

It just boils down to this, if it turns out:
White kids did it: Destruction of property, criminal mischief, whatever applies.
Black kids did it: All of the above plus enhanced charges of 'hate crime'.
That's the way it should be.

You left out an option, which is the most likely scenario IMO: he did it himself to get sympathy and attention.
