I'm looking for a semi-cheap place to stay but I also don't want to live in the hood. Somewhat close to USA would be nice
Anybody have any advice on what neighborhoods to avoid? Looking online it said stay between Springhill rd and Government street and try to stay on the west end of town

Basically right.
USA is sorta out west in the Old Shell/Hillcrest/Airport/University area. Should be plenty of good options. There's that sketchy area off Cody before Airport, but that is about it in that part of town.
I wouldn't want to live any closer to Downtown. As a college kid, all the stuff you'll be able to afford to do is in that area anyway.

Depends on what you're looking for.
There's a decent enough apartment complex they just built two or three years ago right across from the ole Stank. There's two or three if you keep going down Old Shell over University that are really affordable and nice.
If you're looking for something a little more expensive but closer to downtown, midtown is nice.
There really are a lot of options. Just depends on what you want out of your location and price range.

I lived in an apartment complex called Sutton Place where Grelot Road dead ends into University Boulevard. Nothing fancy but not bad at all either. Quite safe and the rent was cheap. It's about 2.5 miles south of the USA campus.

I would recommend staying anywhere near University Blvd or Schillengers Rd. Do not linger in the areas of Toulminville, Maysville, Down The Bay, etc. for long periods of time, period. Being from Toulminville, I can attest that most locals are skeptical of people from rival neighborhoods, out-of-towners, and college kids from Spring Hill and USA.

Will you be a full-time student?

There are a lot of apartments around USA that are good, but there is limited availability. If you can't find anything right by South, look for apartments off Hillcrest, Grelot, and University (to the south oF USA). If you want to rent a house, rent one in Springhill Village or Midtown (if you don't mind a 20 min drive to school).
ETA: I assume you mean the main campus. If you mean med school, live in midtown.
