The US imprisons more of its citizens than any other country, and Louisiana has the highest incarceration rate in the US.

It could be a lot worse? The biggest flaw in your reasoning is the idea that there is some sort of relationship between the percentage of the population in prison and the percentage of the population that engages in criminal behavior. The people of Louisiana don't have any less moral character than the people of any other state in the US. That state is just an example of an prison-industrial complex out of control.
