What is the best program, app, etc.. out there for helping someone learn a new language

I don't know about programs but I can tell you many hours of practice is required.

I've been using Duolingo here and there. It's free I believe.

Duolingo, if you want efficiency and want to do it on the cheap. It's been great for the wife and I.
