It is one, solid piece of bread that has a slit in the top that you put stuff in. It is not 2 pieces of sliced bread.
The only thing I would ever call "a sandwich" is what I said above.
A philly cheesesteak is the same premise as a hot dog, it's 1 piece with a cut in it that you put stuff in...that's a cheesesteak.
What about places like Subway? that's also just 1 piece of bread with a cut in it you put stuff in...I'd just call that a sub.
In no way is a hot dog a sandwich. It may be because I've been drinking a little bit, but I'm slightly rustled that this is even a question.

A hot dog outside of the bun is still a hot dog.
Take the bread away and a sandwich is no longer a sandwich.

Because you eat them in a bun, not regular bread slices. Unless you forget to buy the buns when you're at the store.
