Unfortunately it was from another cop. You can set up all the procedures and bullshite you want but it comes down to police policing themselves. He probably hurt his a-hole partner's pride stopping him like that and standing him down. Good job.

Sad thing is he'll probably be blackballed within his department over this and coerced into resigning or finding work elsewhere (if he can get another department to hire him).
