It makes it so minors can't be arrested for soliciting sex.
Those paying for it and arranging it can still be charged.

This is kind of a stretch by lawmakers. A seventeen year old who gives blowjobs for heroin money isn't a victim. And a 25 year old getting the blow job isn't going to ask her for ID.

Depends. It's more likely that she was at some point, never got help, and continued the only lifestyle she knew to provide for her habit. Pimped out children don't just turn out to be normal adults, and 17 is still very young.
