I don't believe Marcel Brooks would affect recruiting numbers as we already used an initial counter on him

I posted this is the thread on the rant. Maybe Indiana Tiger still reads this board and will chime in.
I don't believe he would, it's not totally clear, though.
First time signers are initial counters. I believe this is written like it is because scholarships are renewed each year, so, obviously guys don't count as initial counters in years 2-4. But I'm not sure if this resets when the athlete leaves a school, signs with a different school, then returns to the first school.
Edit: This makes it seem like he would count, since they make a specific provision for 2 year schools and make no specific provision for 4 year institutions.
